USS William J. Clinton
USS William J. Clinton Somehow Inherits Bill Clinton's Entire Personality

Navy discovers new aircraft carrier can launch 80 aircraft, survive direct political hits, and explain for 45 minutes why it technically never entered the harbor

The United States Navy has begun procurement for the future USS William J. Clinton, a nuclear-powered aircraft carrier named after America's 42nd president, raising the obvious engineering question: how much Bill Clinton should actually be installed in the ship?

Quite a lot, apparently.

The Navy has awarded $336.1 million for long-lead materials for CVN-82, an early step toward a Gerald R. Ford-class carrier expected eventually to cost somewhere around $12 billion to $15 billion. The planned vessel will be approximately 100,000 tons, more than 1,100 feet long, capable of exceeding 30 knots, and expected to operate more than 80 aircraft.

Which means somebody has finally constructed an object large enough to contain the complete Bill Clinton personality.

The Ship Will Never Technically Be Where You Think It Is

Enemy radar: "USS Clinton has entered the Persian Gulf."

Ship: "That depends entirely upon your definition of 'entered.'"

This could revolutionize naval warfare. You cannot sink a vessel whose attorneys are still disputing whether it arrived.

The Captain Won't Deny Anything Until Polling Comes Back

Traditional Navy: "Captain, did we launch those aircraft?"

USS Clinton: "I think the American people are tired of discussing aircraft launches and want us focused on kitchen-table issues."

Three days later: "We did launch the aircraft, but our internal polling indicates Americans have moved on."

The Flight Deck Will Be Called the Arsenio Hall

Bill Clinton famously appeared on The Arsenio Hall Show in 1992 wearing sunglasses and playing saxophone, an appearance that became one of the defining pop-culture moments of his presidential campaign.

Naturally the carrier requires a jazz lounge. Every F-35 launch should be preceded by twelve bars of blues.

"Bogey approaching, bearing 270!"

"Scramble fighters!"

"Not until Bill finishes the solo."

EMALS Will Be Replaced by CHARM

Modern Ford-class carriers use an electromagnetic aircraft launch system.

USS Clinton gets CHARM: Clinton High-Velocity Aircraft Reassurance Mechanism. It doesn't actually catapult the plane. Bill walks over, puts his arm around the F-35 and says, "I believe in you." The aircraft takes off voluntarily.

The Ship Will Triangulate Instead of Turn

Normal ships go port or starboard. The Clinton goes halfway in both directions and somehow wins reelection.

"Hard left!"

"Hard right!"

"Captain, we're steering straight down the middle."

"Exactly."

Political scientists call that triangulation. Sailors call it hitting the buoy.

Every Scandal Will Increase the Ship's Approval Rating

USS Clinton hits reef. Approval: 47%. USS Clinton denies reef. Approval: 49%. Congress investigates reef. Approval: 53%. Special counsel appointed to determine whether reef constitutes "land." Approval: 61%.

At some point the reef starts losing politically.

"Don't Ask, Don't Tell" Will Become the Maintenance Philosophy

Clinton announced the military compromise that became known as "Don't Ask, Don't Tell" in 1993. On CVN-82 the phrase receives a less controversial mission.

Engineer: "Chief, why is Reactor Two making that noise?"

Chief: "Don't ask."

"Should we tell the captain?"

"Don't tell."

The Ship Will Have a Surplus

The Clinton Presidential Library notes that during Clinton's presidency the federal budget deficit ultimately became a surplus. Therefore the USS Clinton will be the first Pentagon procurement program where taxpayers accidentally receive fourteen dollars back.

Congress will immediately investigate. Nobody in Washington will believe it.

NAFTA Will Apply to the Galley

Clinton supported NAFTA and worked with Congress to secure implementation legislation before signing it into law in December 1993. Accordingly, breakfast aboard CVN-82 will involve American eggs, Canadian bacon, and Mexican tortillas moving freely across the mess deck.

A sailor attempting to impose a tariff on pancakes will be reassigned to destroyer duty.

Nothing Onboard Will Ever Constitute a Relationship

"Captain, radar indicates we've been alongside USS Hillary for thirty years."

"I reject the characterization of 'alongside.'"

"But we're tied together."

"Those are maritime ropes."

The Carrier Will Be Unsinkable Because Clinton Was

Bill Clinton was impeached by the House in December 1998 on charges of perjury and obstruction of justice, then acquitted by the Senate in February 1999. Politically, this was the discovery of nuclear-powered buoyancy.

Hit him with scandal. Still floating. Hit him with impeachment. Still floating. Hit him with several thousand hours of cable news. Bill surfaces three nautical miles away eating barbecue and asking how your mother is doing.

That's not a politician. That's survivability testing.

Navy Confirms Carrier Will Contain Dangerous Levels of Clinton

Sources close to Newport News Shipbuilding say engineers initially intended merely to build another nuclear aircraft carrier. Then they saw the name. Suddenly specifications began changing.

The bridge requires unusually large quantities of empathy. The legal department has expanded to six decks. The public affairs office now contains more electrical generating capacity than Norfolk. Every sentence in the ship's operational manual contains the phrase "in context." Even the arresting gear has become philosophical.

A Navy engineer explained that conventional arresting gear catches landing aircraft. Clinton arresting gear first asks whether the aircraft's conduct genuinely satisfies the statutory meaning of "landing."

"We anticipate considerable savings," he said. "Most crashes will simply be reclassified as complicated arrivals."

The World's First Politically Amphibious Warship

The real genius of the Clinton design is political maneuverability. Bill Clinton governed during an era when a Democrat could discuss free trade, welfare reform, fiscal restraint, and the importance of markets without immediately being reported missing by his own party.

He could move left. Move right. Move center. Play saxophone. Talk policy. Eat something fried. Return to center.

The Navy could use that. Aircraft carriers normally require miles of ocean to turn around. The Clinton can reverse direction halfway through a sentence.

"Captain, are we supporting the operation?"

"I strongly support our objectives while having profound reservations about the particular methodology through which those objectives have historically been pursued."

"So yes?"

"I didn't say that."

"No?"

"I didn't say that either."

Meanwhile the carrier has already launched 37 aircraft.

The Clinton Damage-Control System

Every warship needs compartmentalization. The USS Clinton will elevate compartmentalization into a philosophy of government.

Problem in engineering? Engineering issue. Problem on flight deck? Flight-deck issue. Problem in the presidential suite? Absolutely nobody else's business.

Watertight doors will automatically seal whenever a federal prosecutor approaches. The ship's black box will contain only one recording: "I don't recall." Investigators expect it to be extremely durable.

Pentagon Engineers Discover the Most Powerful Force in Nature

Forget nuclear propulsion. Forget electromagnetic launch systems. Forget advanced arresting gear. The most powerful force aboard CVN-82 will be Bill Clinton walking into a room full of strangers and leaving forty minutes later knowing everybody's life story.

Imagine deploying that against hostile forces. Iranian Revolutionary Guard commanders spot the carrier. Twenty minutes later Clinton is on deck explaining Arkansas education policy. Forty minutes later they're discussing NAFTA. An hour later the Iranian commander is showing Bill photographs of his grandchildren. By dinner he's donated $25 to somebody's congressional campaign.

Pentagon analysts call this soft power. Arkansans call it Tuesday.

The USS Clinton Versus an Enemy Missile

The ultimate test comes when a hypersonic missile approaches. Modern naval doctrine uses interceptors, electronic warfare, and layered defense. CVN-82 has another option.

Missile Control: "Incoming weapon!"

Captain: "Deploy Clinton."

Bill walks onto the deck. "Now hold on, son. I understand you're angry." Missile slows. "Maybe nobody's listened to you." Missile drops below Mach 3. "You've been traveling thousands of miles. You're under tremendous pressure." Missile begins crying.

Twenty minutes later it lands voluntarily, enrolls at Georgetown, and becomes a Democratic political consultant. America saves $4 million on an interceptor.

There Is One Serious Problem

A Navy ship traditionally receives a motto. Selecting one for USS William J. Clinton may prove difficult.

"Semper Triangulatus." Always triangulating.

"Veni, Vidi, Explained What Vidi Meant." I came, I saw, I disputed the generally accepted definition of seeing.

Or perhaps the simplest: "Still Floating."

Because whatever anybody thinks about Bill Clinton, the man possessed one genuinely carrier-like characteristic. He could take a hit. Investigations. Scandals. Impeachment. Political enemies. Cable television. Thousands upon thousands of newspaper columns announcing the permanent destruction of William Jefferson Clinton.

And somehow the next morning there he'd be. Smiling. Working the rope line. Remembering your name. Asking about your mother. Probably carrying a saxophone.

The Navy wanted an aircraft carrier. It may accidentally have commissioned the perfect metaphor. One hundred thousand tons. Two nuclear reactors. Eighty aircraft. Thousands of sailors. Enough electricity to power futuristic weapons. And absolutely no possibility whatsoever of getting a straight answer about what happened below deck.
